Get your mechanics all improving reliability at the earliest opportunity. Remember, the less you spend here the more you have for parts on your car later though so there must be an element of compromise. If not, replace one or both as required and be sure to place them on their strongest attribute in the improve parts section. If one of your race mechanics has average to high stats in reliability and the other in performance, keep them also. If not, look for a new one with balanced attributes. If your lead designer has average all round stats, keep hold of them. There will be no pressure from the chairman and the funds are still enough to lay the foundations for the future. Coming last every race is nothing to be ashamed of if you are on of the bottom teams. This takes any pressure off you in the first season and allows you to take time to develop parts and infrastructure. Your first target should be to finish 10th in the constructors championship.
